Can Otter transcribe two languages in the same meeting?

Not really: Otter asks you to select the language before you record, and it transcribes that one language; the only mixed mode it offers is English together with French. Otter's help page on languages is explicit about selecting a default language first, and Chinese support is Mandarin with Simplified output. A meeting in which a Singapore team discusses a proposal in Mandarin and reads the numbers in English will come out with one half wrong.
